for the arrow, if you click on that arrow, forum will take you straight to the LAST reply ... some topic long more than 5 pages, this will save your time to read through every page ...

please tell them to upgrade new version forum, this problem will go away! because your IT tech add this feature to the forum some how he missing something in the code that why some time it's work some time it not

you can ask Administrator increase the user quota of attachment in Forum Control Panel ...
Also, if you post image over 2MB big, then forum not going to accept due to limited of php on apache server, this have nothing to do with the Admin unless he or she know how to increase this on the server

Some topics have an icon on the left side of a topic which looks like a page with a corner turned down and has a direction arrow to the left. It is not shown in the legend of the bells. if the attachment feature (hack) is installed in this forum, then must be permission for folder or forum not set correct ...
